On May 4th, 2020 Governor Inslee signed Proclamation 20-25.3 and outlined the “Safe Start” plan, a phased approach to re-open Washington’s economy. Under the plan, businesses and activities will re-open in phases with adequate social distancing measures & health standards in place. Businesses may also need to meet additional requirements developed specifically for their industry.

Governor's Four Phases of Recovery

Washington State’s “Stay Home, Stay Healthy” order continues to be in effect. Governor Inslee rolled out the “Safe Start” plan which includes lifting parts of the order as appropriate. This four-phase, date-driven plan includes regional variances based on population and low COVID-19 counts.

The State and King County are currently in Phase 1, with construction and other essential activities underway.

Phase 1 also includes:
• Retail open for curb-side pick-up orders only
• Car washes
• Landscaping
• Some pet services (not including grooming)
